Nope. Something less MAY fail, but will probably succeed. We should try to coerce the Serbs. And be ready to cause some pain. Even if, without our trying to cause them, some civilian casualties are indeed caused. They need to be restrained. Modern air power is pretty different from its Vietnam and prior incarnation. Then only 3% or so of bombs hit their targets. So you had to be prepared to absolute annihilate the area. And even then, you would probably miss a lot of things. The only stuff you knew you could hit were central cities. Things are a bit different now. Doug
