Monica wasn't in on it. She was loyal to Clinton. He treated her with affection and kindness. She liked, and even loved him. She did go after him with a vengeance. But she did it on her own steam, because she was attracted to his charisma, fame and position. Tripp was prepared to try to egg Monica on if she had not already begun an affair. But Monica was chosen as someone already obviously star struck. And the idea was not to let Monica know what the purpose was. The idea was to encourage her already existent infatuation.

Tripp was available. She hated Clinton, obviously. She was disgruntled, and resentful. She was a likely recruitee. She may not have been ideal. But she was there, in the Pentagon, when Lewinsky was also transferred. (It appears to have been a sort of kick upstairs local for problematic lower level White House staffers.)

And if Tripp was deeply unsympathetic, what of it? The idea was to get Goldberg to get Tripp to make tapes.
