This is a key point. So far, our military has not really been allowed to even consider allowing civilian deaths. That doesn't mean there aren't any, but they definitely aren't acceptable targets.

War shouldn't have rules. If you aren't willing to do what it takes to win (whatever that means), you shouldn't go to war (Vietnam, for example). If you show that unwillingness for long enough, people will bring the war to you.
