Yes it does. In the old days a customer device presented a DTE (data terminal equipment) interface towards the network (which was of course a monopoly). The interface that the phone company required was a csu/dsu and in many countries today the phone company will still supply these components (the csu/dsu).

At a DS3 level the router interface was a HSSI which required a DSU/CSU to electrically interface to the telecom provider which normally used a pair of BNC cables (for transmit and receive).

Interfacing with our ATM DS3 card or Port Adapter or with our POET (Packet over E3/T3) Port Adapters no longer requires the csu/dsu. This function is built in to the cards.

Channelized products simply allow the aggregation of more of these elements on a single card.
