U.S. Treasury Secretary Robert Rubin welcomed Japan's financial package for Asia. This was in sharp contrast to last year when Japan proposed an Asian Monetary Fund (AMF) to prevent a deepening of the currency crisis and rapid capital flight from the region.

But the AMF was blocked by a group of countries led by the United States, worried its lending conditions would not be as strict as the IMF's terms.

But Miyazawa said he would welcome if the Japan's initiative will eventually lead to a wider use of the Japanese yen and a creation of Asian Monetary fund.
