Hi PaperChase, i think you are mistaken: there is no mention of "Pan European Crossing (PEC)" in Global Crossing's prospectus or any previous press release. I don't know what the "IPO document" that you refer to is. This announcement is totally new news. It extends the perviously announced network. As for QWST: I don't know if "it should be in the $20's," but I sold my shares and expect that I will be able to buy them back in the $20's.
