Yes, In these tight money markets the bank doing the financing would have a large say as to the price they would do it at.

If this leads to a financing taking place that would not have happend and the shares are not diluted "to much" then it may be the best thing in the long run. I'll give anyone who offers 2 million share of a company that trades for pennies if they will give me 20 million dollars.

However, Why would WSP go for financing now before they drill as much as they can with the money they have. They are not building the infrastucture yet are they?
