Westlake Village, CA, August 12, 1998 -- Heritage Communications

completed the installation of a World Talknet Telephony Platform including
a Harris 20-20 Telephone switch at the Westlake Village, California
headquarters of Franklin Telecom/FNet, a world leader in Voice over IP

Franklin Telecom/FNet chose World Talknet, Heritage Communications
Corp's platform as the foundation of a hybrid network, capable of
terminating calls around the world along with the full array of enhanced
telecommunications services made possible in World Talknet.

The installation of a turnkey World Talknet Telephony Platform at the
Franklin Telecom/FNet headquarters in Southern California marks the first
use of the state-of-the-art system in Voice over IP networking. Voice over IP
networking is the latest technology approach to reducing the bandwidth
needed to route voice telephone calls over long distances, which will
increase availability of resources – thereby reducing the cost of
long-distance telephone calls.

World Talknet was designed to fill a void in telephone industry between
cheap, inefficient PC-based systems and very expensive full-scale switches
commonly used by AT&T, Sprint and the Bell Companies. The HCC system
permits small to mid-sized companies to offer top notch services while
