[Could you share where you get the rules from?] I have a collection of research material, photocopied at various places such as local university libraries. If you want to know quite a bit about how OTC BB stocks are manipulated, the U.S. Senate report I mention in Message 4467548 is a good starting point. Some people have asked me why I both warn people about dubious OTC stocks while also trying to make money from them. That certainly is a paradox! But, if people choose to ignore the warnings, caveat emptor .
