goldsnow, If Clinton implements an emergency global relief fund when congress is against refunding the IMF this should create quite a stir in Washington this week. The last time he did this was with Mexico and the dollar tanked. Where is the money going to come from? The so called budget surplus. I don't think so. If the G-7 came up with no feasible plan how can Clinton?
