WASHINGTON — President Clinton urged financial leaders Tuesday to take "urgent steps'' to contain the world economic crisis and to update the international financial system for an era of 24-hour global trading. Speaking at the opening of the annual meeting of the International Monetary Fund and the World Bank, the president renewed calls for Europe to boost growth and for Japan to deregulate its economy and shore up its ailing banks to help overcome the immediate crisis shaking world financial markets. He once again urged Congress to approve funding for the IMF, which he said was essential to U.S. efforts to contain the crisis. But Clinton also called for long-term reforms of the world financial system to limit market gyrations that he said threatened public support for open markets. "We must find a way to temper the volatile swings of the international marketplace, just as we have learned to do in our own domestic economies,'' Clinton said to an audience of thousands of top banking and finance officials from around the world. Referring to the Bretton Woods system set up after World War Two to help manage the world economy, Clinton said, "the institutions built at Bretton Woods must be upgraded for 24-hour global markets.'' While he offered few new specifics, Clinton said economic oversight functions similar to those carried out by agencies such as the U.S. Federal Reserve and Securities and Exchange Commission, and protections similar to bank regulation and deposit insurance were needed internationally. "We must address not only a run on a bank or a firm, but also a run on nations,'' he said. The president also said he applauded recommendations by IMF committees that the IMF examine the adherence by nations to international economic standards and work for higher accounting and loan standards for private firms. He said U.S. Treasury Secretary Robert Rubin and Federal Reserve Chairman Alan Greenspan worked last weekend with their counterparts in the Group of Seven major industrial countries on his proposal for "precautionary lines of credit'' that could help shield countries with strong economic policies from market shocks. Clinton also said he would resubmit to Congress next January two free-trade measures he has so far been unable to win passage of — "fast-track'' authority to negotiate expanded free-trade deals and an Africa trade bill. The current system of free markets and open trade was threatened with a loss of public support as market shocks undermined individual economic well-being, Clinton said. He said a strong social safety net was essential to maintaining support. "Today we see a profound political challenge to the global economic order,'' he said. "If citizens tire of waiting for democracy and free markets to deliver a better life for themselves and their children, there is a risk that democracy and free markets, instead of continuing to thrive together, will shrivel together.''

Did you know that about 11 billion dollars was withdrawn from mutual funds in August? How much in September??? I believe these are small investors losing confidence in the WONDERFUL, NEVER-ENDING, ROCKET-CLIMBING, FOOL-PROOF STOCK MARKET. When they begin to leave in MASS, the DOW could quickly drop 2000 points or more. Oh, and there's a little problem called Y2K. The gamblers pounced and abandoned it. The investors ridiculed it. BUT, the perception may be the straw that breaks the DOWager's back. Loss of confidence in the Markets, when coupled with the "perception" that your neighbors may be taking some "just in case" cash out of the banks, could lead to bank runs regardless of the final results of Y2K. There is, I believe, only about 1-2% of the total deposits AVAILABLE for withdrawal. Guess what happens when good ol' mom and pop want to take out, say, 5-10%? It's coming. Get ready. WEAPONS OF MASS DESTRUCTION RESPONSE TEAM LOCATIONS ANNOUNCED Secretary of the Defense William S. Cohen announced today, along with 10 state governors, the specific locations of the 10 National Guard Rapid Assessment and Initial Detection, or RAID, teams being established during the next fiscal year. The teams are part of the Department of Defense's overall efforts to support local, state and federal civil authorities in the event on an incident involving weapons of mass destruction, or WMD, on U.S. soil. Following the state selection announced on May 22, 1998, each state developed and submitted recommendations to Secretary of the Army Louis Caldera for the specific location of the teams within the state. Caldera has approved these locations for these new 22-member full-time National Guard teams: They are: Los Alamitos, Calif. Aurora, Colo. Marietta, Ga. - Dobbins Air Reserve Base Peoria, Ill. Natick, Mass. Fort Leonard Wood, Mo. Scotia, N.Y. - Stratton Air National Guard Base Fort Indiantown Gap, Pa. Austin, Texas Tacoma, Wash. Stationing decisions were made based upon criteria established by the Department of the Army and provided to the states. Criteria were designed to make the most of existing facilities and to ensure maximum coverage of the large metropolitan areas in each of the 10 Federal Emergency Management Agency regions. The RAID Teams will assist emergency first responders. Upon request, they can be sent by the state or the federal government to respond to a suspected or actual WMD attack, assess the situation, advise the local incident commander and speed the flow of requested Department of Defense people, equipment and services to aid in relieving the effects of such an event. The National Guard RAID teams form the "tip of the military spear" in responding to domestic WMD use. During Fiscal Year 1999, Guardsmen and women selected for the RAID teams will undergo rigorous training to increase the support they can provide to local emergency first responders. Following 15 months of individual and unit training, the teams will be evaluated for operational certification. -END-

The First Skirmishes of the Gog-Magog War As the Jubilee year of the State of Israel opens, we see how events are steadily moving toward the fulfillment of G-d's end-time promises to the people of Israel. We are coming closer and closer to the most critical time of the G-dly process of the redemption of the people of Israel. The miraculous G-dly events of the rebirth of the State of Israel and the regathering of the Jewish people have been paralleled by wars and terror and now by threats of nuclear, chemical and biological warfare. The prophet Ezekiel prophesied that in the end-times of the redemption of the people of Israel, a terrible war will break out in the land when Gog and Magog with many other nations come to the land of Israel and try to destroy the people and State of Israel (Ezekiel 38-39). G-d said that He would bring this enemy from the far north against the mountains of Israel. The prophet Zechariah also spoke about the same event (Zechariah 12-14). The rebuilding of the Temple has been the desire of this nation over the last 2,000 years since the destruction of the Second Temple in the year 70 c.e. This is the main goal of the Temple Mount and Land of Israel Faithful Movement. We have tried to understand how G-d would accomplish His end-time plans for Israel. The questions that arose were: Why, from the first moment of the redemptional process of Israel, would Israel be attacked again and again. Why, close to the end of this process, would the Gog and Magog war break out? Why could this wonderful process not be accomplished without wars? Why, as in Biblical times, is Israel again surrounded by so many enemies who want to destroy her? Why does the small David, armed only with a small rock, again need to fight against giants? As we come closer and closer to the accomplishment of the redemption process we can begin to give answers to these questions. We only need to read Ezekiel and Zechariah carefully to gain understanding. The G-d of Israel will use this means to finally defeat all those many enemies of Israel who have continually tried to destroy the State and people of Israel and push them into the Mediterranean. Now in the Jubilee year of Israel they prepare to destroy Israel with terrible weapons. Iran, with Russian help, has started to build an atomic capability with long-range missiles directed at Israel. Syria, Egypt and the other Arab countries are also preparing for an atomic, chemical and biological war against Israel. During the latest Gulf crisis precipitated when Saddam Hussein refused access to UN weapon inspectors to palaces suspected of housing biological and chemical weapons plants, Boris Yeltsin, the Russian President, warned Clinton that an attack against Iraq would result in a Third World War. Russia is doing all it can to renew her political and military ties with the Arab countries around Israel. After helping Iran to become a nuclear power and also helping Iraq to develop her nonconventional arsenal, Russia is now doing the same with Syria. Are Russia and her Arab allies the enemy of the North that the prophets spoke about?! It is not an accident that this international crisis started in the Middle East. This was a continuation of the Gulf War of 1991. As long as Saddam Hussein continues to be the ruler of Iraq, this crisis will not be solved. The "Palestinian" Authority has also started to prepare for a war against Israel. They have brought in weapons from every direction to arm their forces. These are the forces that the former government of Israel, in a terrible and sinful mistake, helped to create. The enemies of Israel have never learned their lesson from history. The missiles which Saddam sent to Israel in 1991 totally destroyed houses but no Israelis were killed as a direct result of the missiles. G-d showed everyone in the world that He is determined to protect and save His people, Israel. The enemies of Israel do not understand how terrible G-d's judgement will be against them. The coming war will be the final war undertaken against Israel by her enemies. In it G-d will terribly defeat them. The prophet Zechariah describes the way G-d will defeat and punish them and it makes us think of a nuclear, chemical and biological war. "And this shall be the plague with which the Lord will strike all the people who fought against Jerusalem; Their flesh shall consume away while they stand upon their feet, and their eyes shall consume away in their sockets, and their tongue shall consume away in their mouth." (Zechariah 14:12) After this war the new (G-dly) era will start. The Third Temple will be the House of G-d, the only building on the Temple Mount. Mashiach ben David will be the King of Israel and all mankind. Jerusalem is the eternal capital of Israel. The "Palestinians" want to make Jerusalem a "Palestinian" capital. All the rest of the Islamic nations want to make it an Islamic city. The Pope decided that Rome is not enough for him and he wants Jerusalem as well. The United Nations rejects Jerusalem as the capital of Israel and wants to make it an international city. They even tried to stop Israel from building new houses in Jerusalem. We can see how the black clouds are coming closer and closer to Jerusalem and to the mountains of Israel. The march of Gog and Magog and all their allies has started in the direction of Jerusalem and Israel. In conclusion, the so-called recent Gulf crisis was not solved. At best it has only been postponed. As the crisis progressed, we could see in the streets of all the Arab nations of the Middle East how they demonstrated solidarity with Saddam Hussein and how they hated Israel and the United States. The flags of both countries were repeatedly burned by the crowds. This is because Hussein embodies their goals, feelings and emotions to destroy Israel and to create another Holocaust. These feelings and goals cannot be suppressed for very long. One day, and as it looks, very soon, they will explode. The situation can be seen as a time bomb. The Munich agreement with Hitler did not stop or cancel his bloody goals but only delayed them for a short time and then the price was terrible. Likewise, the false Oslo Agreements have not solved any problems and have not canceled the goals of the so-called "Palestinians" to destroy Israel and to found a "Palestinian" state in its stead. The war clouds of Gog and Magog are gathering around Israel. The time of judgment is close at hand. Israel will survive this war and become the nation which G-d and all the prophets dreamed about: "Now therefore, if you will obey my voice indeed, and keep my covenant, then you shall be my own treasure among all peoples; for all the earth is mine; And you shall be to me a kingdom of priests, and a holy nation. These are the words which you shall speak to the people of Israel." (Exodus 19:5-6)

templemountfaithful.org A CORNERSTONE FOR THE THIRD TEMPLE AT SUKKOTH On the third day of the festival of Sukkoth this year (7th October 1998) at 9:30 AM, The Temple Mount and Land of Israel Faithful Movement will lay the cornerstone for the Third Temple. We trust that this time it will be on the Temple Mount on the location of the First and Second Temples. This date was chosen because during the festival of Sukkoth King David brought the Ark of the Covenant from the city of David to the Temple Mount in a special exciting ceremony. It will be a very special and exciting event. The cornerstone of 4.5 tonnes in weight is very similar to the stones of the First and Second Temples. It is a marble stone brought from the desert of Israel not far from the desert where the children of Israel walked in the time of Moses from Egypt to the Promised Land during the time of the first redemption of Israel. It also is not so far from the Mt.Sinai where G-d gave the Torah to the children of Israel. This stone was brought from this area because of the special significance of this place and the similarity to the stones of the First and Second Temples. The stone as found in this area as it is with no need to cut it with any metal or iron instrument as the G-d of Israel ordered the people of Israel not to beat a stone for His House with iron or any other metal and to respect the special significance and holiness of the Temple and its stones. In Biblical times the stones were cut with Shamir, a stronger stone brought from Lebanon. In this way they could cut and polish the stones for the Temple and keep G-d's law. It was so special that the stone was found as it is and we immediately felt that the Hand of G-d as in these special circumstances. The stone is currently located in the middle of a traffic circle which was especially built by the Municipality of Jerusalem for this stone. The circle is not far from the Damascus Gate of the Old City, near the third wall of the Second temple era, near to the special monument for the soldiers who died for the liberation of Jerusalem in the Six-Day War and near to the American Consulate. The cornerstone will be transported on a big truck painted with Israeli flags and the Star of David and the stone will be covered with a Tallith (prayer shawl). The stone will be carried in a special ceremony. Levites will play from the Psalms of Ascent and a high priest will anoint the stone. He will be dressed in white priestly garments recreated in Jerusalem over the last years according to Biblical Law. Temple vessels which have been recreated in Jerusalem exactly according to the Torah will be carried by the members of the Movement who will march with the stone and shofars will be blown along the way. The stone will be taken to the City of David and in the place where King David anointed and blessed the ark of the Covenant, we shall say special blessings and prayers and read the prayers of King David and the special prayers when he dedicated the First Temple. It will be a very special and exciting moment. The stone will then be taken to the Pool of Shiloah where a special ceremony of Nisuch HaMaiim will be performed. This ceremony is a renewal of the ceremony which was performed in the First and Second Temple eras during the feast of Sukkoth when the high priest and all the other priests and the pilgrims who had come to celebrate the feast at the Temple marched to the Pool of Shiloh in a very exciting ceremony with the Levites playing music to draw the holy water of the Shiloah with special blessings and prayers and then carry the water back to the temple where it was poured out on the altar. The High priest prayed to the G-d of Israel for a blessed year with lots of rain. In the Mishna it is written that those who did not experience this exciting ceremony never saw a real special celebration with such joy and thankfulness to G-d. At Sukkoth we shall perform the same ceremony at the Pool of Shiloah. We want to renew everything which belongs to the Temple and Biblical tradition. The water that we draw from the Pool will be poured on the cornerstone with special blessings and prayers and, at the same time, we shall anoint it. When the Third Temple is built this water will again be poured on the altar. We know that this will be soon. From the City of David, we shall march with the stone to the Temple Mount. The truck with the stone will circle the walls of the Temple Mount seven times exactly as Joshua ben Nun did at Jericho with shofars being blown. With the cornerstone there will be a very old Torah Scroll. The cornerstone will stand for a while before the Eastern Gate of the Temple Mount (the Golden Gate) for a special prayer that the gate will soon be opened and Mashiach ben David will enter through it to the Temple. We pray and believe and do everything that we can that this time the gates of the Temple Mount will be open to the cornerstone this time and that it will be layed on the same location of the cornerstones of the First and Second Temples which were built by King Solomon and Zerubbabel. We trust in the G-d of Israel. We know that we are living in a special exciting time of the redemption of the people an the land of Israel, the Temple Mount and Jerusalem. We feel and live the special significance of this time. The members of the Temple Mount and Land of Israel Faithful Movement dedicated themselves to fulfill the wish of the G-d of Israel and the prophecies of the prophets of Israel for the end-times. We are doing and shall continue to do everything that the Third Temple will soon be built in our lifetime for the honor of the G-d of Israel and to fulfill His prophetic wishes. For this goal we have completely dedicated our lives, we left everything and we are acting full-time for this godly prophetic purpose. We shall do everything to save the Temple Mount from the terrible abomination which is done today by foreigners and enemies and to purify the Temple Mount for the G-d of Israel and the universe exactly as our forefathers did when they liberated the Temple Mount from foreign occupation and abomination. We shall do everything to open the Eastern Gate for Mashiach ben David and he will be the king of Israel and of all the world. We want to see the fulfillment of the godly prophesy of Isaiah that many nations will come up to the House of G-d in Jerusalem to give Him glory and to thank Him and to learn His Laws and ways and to give Him thanks that He gave them the privilege to worship Him. We trust in G-d that this godly end-time vision will soon be a reality in our lifetime and our activities will be accomplished. We feel the presence of G-d in our activities and He is with us. It is such a privilege to serve Him in these exciting times, to be a part of His army and his prophetic end-time plans and to live in such a generation. A lot of thanks to the G-d of Israel. JERICHO (AP) — On the eve of U.S. Secretary of State Madeleine Albright's arrival, a top Palestinian official said without Israeli concessions, her latest peace efforts “won't go anywhere.” Palestinian negotiator Saeb Erekat, speaking to Associated Press Television News (APTN) in the West Bank town of Jericho, also accused the Clinton administration of allowing Israel to drag its feet on living up to past accords. “I hope Madame Albright will end this cycle — meeting and arranging other meetings, giving [Israeli Prime Minister Benyamin] Netanyahu the extra miles — because this must stop and we must move to substance,” he told APTN. “We believe that without a clear-cut Netanyahu 'yes' to the American initiative and all its components, I think we won't go anywhere,” Erekat said. The Palestinians earlier this year accepted terms of an American-authored plan for an Israeli troop pullback in the West Bank, but Netanyahu balked, citing security concerns. Talks in the United States last week apparently brought the two sides closer together, however. Albright was to meet Tuesday — separately — with Netanyahu and Palestinian President Yasser Arafat. Her visit is meant to lay the groundwork for an Israeli-Palestinian summit in Washington sometime around Oct. 15. Albright was to spend only two days in the region, but was accompanied by mediator Dennis Ross, who will likely stay longer to try to coax the two sides as close to an accord as possible before any summit. Israeli officials had no immediate comment on Erekat's remarks. Much of the country was shut down for the Jewish holiday of Sukkot, which lasts for one week, but main commemorations were Monday. However, Netanyahu has consistently said that no deal is possible without better security cooperation from Arafat's Palestinian National Authority. The Palestinians say even diligent efforts cannot provide total protection against attacks on Israel by Islamists. On Monday's holiday, the Palestinian lands remained sealed off, as they have been for much of the time since a series of Jewish holidays beginning with the New Year on Sept. 20. In imposing the closure, Israel cited security threats from the Islamic resistance movement Hamas, which threatened revenge after two of its top members were slain last month by Israeli troops who raided their West Bank hideout. Hamas has killed dozens of Israelis in suicide bombings since 1994. In the Gaza Strip, about 500 people staged a rally to demand the release of Palestinian prisoners held by Israel. Sheikh Ahmad Yassin, the spiritual leader of Hamas, attended, but did not address the crowd.

Electronic Privacy Information Center (EPIC) GILC Publishes Global Survey of Privacy and Human Rights A new comprehensive report, "Privacy and Human Rights: An International Survey of Privacy Laws and Practice," has been produced by EPIC and Privacy International on behalf of the Global Internet Liberty Campaign (GILC). The report details the state of privacy in 50 countries around the world, outlining the constitutional and legal conditions of privacy protection, and summarizing important issues and events relating to privacy and surveillance. Among the report's key findings: - Privacy is a fundamental human right recognized in all major international treaties and agreements on human rights. Nearly every country in the world recognizes privacy as a fundamental right in their constitution, either explicitly or implicitly. Most recently drafted constitutions include specific rights to access and control one's personal information. - New technologies are increasingly eroding privacy rights. These include video surveillance cameras, identity cards and genetic databases. - There is a growing trend towards the enactment of comprehensive privacy and data protection acts around the world. Currently over 40 countries and jurisdictions have or are in the process of enacting such laws. Countries are adopting these laws in many cases to address past governmental abuses (such as in former East Bloc countries), to promote electronic commerce, or to ensure compatibility with international standards developed by the European Union, the Council of Europe, and the Organization for Economic Cooperation and Development. - Surveillance authority is regularly abused, even in many of the most democratic countries. The main targets are political opposition, journalists, and human rights activists. The U.S. government is leading efforts to further relax legal and technical barriers to electronic surveillance. The Internet is coming under increased surveillance. Preparation of the report was supported by a grant provided by the Open Society Institute. It will be formally released and distributed at GILC's "Public Voice in the Development of Internet Policy" conference later this week in Ottawa
