Since the Japanese have so many billions and trillions in their pension funds and postal savings, and since the Japanese banks need capital......

Couldn't some of this money, by legislative fiat or whatever mechanism, be used to purchase new shares in the banks, buttressing their capital?

Seems there's no total shortage of capital in Japan. If Japanese society is similar to the Koreans, who supposedly threw their jewelry into the melting pot to make gold ingots in support of their country, Japan could quickly move to a crisis footing ala the old days there and the re-directing of capital would be quick and fairly painless.
