The "Rule of Law" concept is confusing as it appears self serving to those in the legal system.

Clinton perceived that the "system" was self-serving to those in power very early in his career. He realized that those in power could bend "the rules" to suit their needs. Power, in the hands of the unscrupulous, is corrupting. Clinton is the ultimate example.
