Hi Terry, your explanation re: CSRS and FERS is, as far as I can tell, accurate, except for the following statement:

My spouse, the Long-Suffering Husband, has been in FERS for ten years, and he can only change asset allocations between the funds twice a year, open season being in June and December. If other federal employees can change more frequently, I am not aware of it. The local rag, the Washington Post, has a couple of columns devoted to items of interest to federal employees, and generally posts the track record of the funds right before open season, which leads me to conclude that other federal employees have the same restrictions.

You raise an interesting question as to what dollar amount the federal government invests in the S&P500 annually. I confess to having been too lazy to check it out, but I will track down the figure and post it when I get it.
