Postel Proposes Group to Govern Internet: IANA chief names interim board and seeks U.S. government approval for his plan.

Capping months of wrangling, a key Internet group issued a long-awaited proposal late Friday on how it would take over responsibility for distributing domain names and overseeing other aspects of Internet operations. The document was released two days after the U.S. Commerce Department was forced to extend for one week its domain name contract with Network Solutions as it awaited the new corporation's proposal.

The Internet Corporation for Assigned Names and Numbers – a group set up by Jon Postel, creator and keeper of the Internet Assigned Numbers Authority, and backed by many other organizations – released a set of bylaws and the names of an interim board of directors.

The group hopes to garner a consensus in the Internet community and take over the reins from the U.S. government. It will develop policies that address how and when new top-level domains will be added, how trademark disputes will be resolved and how to bring competition to the registration of already existing domains, such as .com, .net and .org.

"IANA's role in this has primarily been as the scribe, recording to the best of our ability what we understood to be the community consensus as it developed," Postel wrote in an introduction. "These final documents are the cumulative reflection of those efforts, and we believe that they do in fact command the support of a broad consensus of Internet stakeholders, private and public."

In a June white paper, Clinton administration Net czar Ira Magaziner proposed that the government hand over control to a new nonprofit entity with broad international support. Postel's report is the next step.

The interim board won't technically come into existence until it is approved by the Commerce Department. Joe Sims, a Washington attorney who has been representing IANA, says the document was delayed for several days as "we tried to fill in all the gaps." According to Sims, interested parties were contacted and briefed before the draft was made public.

The ICANN proposal included a list of the nine people who will serve on its interim board. Among them are George H. Conrades, former CEO of BBN; Esther Dyson, founder of EDventure Holdings; Frank Fitzsimmons, a senior VP at Dun & Bradstreet; and Linda S. Wilson, president of Radcliffe College.

Because of concern from abroad about the overrepresentation of U.S. interests on the board, a clause was added requiring that no more than half of the 19 members of the permanent board be from any one region.

The new corporation will be based in Los Angeles. But the bylaws suggest that offices may open outside the U.S. in the future.
