Facility Expected to Employ Over 300 People in the Columbus Community

WinStar Communications, Inc. (NASDAQ:WCII), today officially opened its new 36,000 square-foot National Customer Satisfaction Center in Dublin, Ohio, a suburb of Columbus. The new facility, which will serve all of WinStar's customers ranging from small businesses to large national corporations, is expected to employ more than 300 people in the Columbus area.

The Center will further enhance WinStar's record of outstanding customer satisfaction by centralizing all the company's customer satisfaction operations in one location. WinStar is a facilities-based national local telecommunication and information services company that provides high speed broadband Wireless Fiber(SM) services over its own network in 27 major U.S. markets. WinStar's commitment to customer satisfaction, which helps differentiate the company from traditional telecommunication companies, is a key element of its business strategy.

WinStar also recently began offering telecommunication and information services to Columbus businesses. Over the next few months it will aggressively expand its presence in the Columbus market, providing local and long distance phone services and high-speed data, Internet access and information services utilizing its own local switch. Through its network, WinStar provides these services at prices below those of incumbent phone companies and offers customers practical applications for sophisticated broadband technology.

"WinStar has always invested substantial resources in customer satisfaction because our fundamental business strategy is to create value for our customers with the broadband network we are building," said WinStar Chairman and CEO William J. Rouhana, Jr., who is scheduled to attend a grand opening ceremony at the Center later today. "One of the primary building blocks for value creation is exceeding customers' day-to-day expectations. This Center will help us continue to meet this goal. The Center also symbolizes our strong commitment to the Columbus area, which we believe will be an important market for our broadband services. WinStar is revolutionizing the way businesses receive and use advanced telecommunication services and we are confident that Columbus, with its strong economy and sophisticated business community, will be an outstanding market for us."

"This new facility will enable us to take our enviable record of customer satisfaction to a new level," said Nathan Kantor, WinStar President and COO, who is also expected to attend today's grand opening ceremonies. "As we expand our operations and our customers take on a wider variety of broadband services, a centralized customer satisfaction operation will ensure that our customer satisfaction standards are met at every level. At WinStar, we believe that every employee is responsible for delivering customer satisfaction and we've developed internal policies to ensure that this philosophy is practiced throughout all our departments."

WinStar's highly trained Customer Satisfaction Representatives (CSR's) are equipped to handle the majority of customer inquiries themselves, thereby ensuring immediate resolution of customer issues. All CSR's must graduate from an intensive seven-week training course, where they are schooled in WinStar's products, services, systems and telephony. WinStar plans to recruit all Center employees from Columbus and surrounding local areas.

The facility is equipped to hold nearly 300 people, including 250 CSR's. The Center currently employs more than 90 CSR's and is actively recruiting in the Columbus area. The Center currently handles more than 50,000 calls per month. It is located in the former Lucent Technology Training Center at 5151 Blazer Parkway, Suite A, Dublin, Ohio, 43017, phone: 614-932-8000.
