It's Clinton's conduct. Without credible evidence of wrongdoing, the Attorney General wouldn't have asked the OIC to investigate the various Clinton scandals. He just happened to get caught in this case since the weakest link was a 21-year old bimbo who was indiscreet. He would likely have been caught in the other cases if not for non-cooperation by their business partners, destruction of documents, obstruction of investigations by RTC, etc.
