utilities are being bought for yield, and the lower interest
rates go the more attractive they become. If most bear
markets come with higher interest rates and inflation,
then the rule won't work here. I don't see how they
can go down unless either interest rates increase or
they cut their dividend payouts. But for the moment
many of them are yielding better than treasuries.
