The issue with the enterprise VARs was the need to be able to fill large orders on a short term basis. CPQ got stung by this early in the summer, they had dropped server inventories in the channel too low and had to scramble to meet orders for some of their big customers. I think you are correct that the goal with small business was to match the DirectPlus policies but I don't know the details.
