The number of shares traded may be one reason. I can check that by going back to those years and coming up with an average of stocks traded per day for the years. I can also play with the ratio of advances and declines.

For the 25 days that preceded the negative 17,000 reading, we had an average daily difference of 700 more declines than advances. That is quite negative. It has been worked off with about a 200 point increase in the DJI--probably not much of a change either in the SPX.
