Where is this optimism the Bears talk about? This sector and specifically the SOX are right at their 52 week lows. People are scared and throwing stocks away without regard to valuation. As an example, ASYT currently trades below its per share cash value(excluding the cost of the recent Hine acquisition). Baby+Bathhwater+Window

And so has the Fed over here.

The lack of action in the wake of LTCM is a very nasty indication of Japanese tendencies over here as well. The attitude seems to be that "if we put a band aid on it and claim it was fixed, then everything is rosy." The fact that there could be another 100 LTCMs out there is conveniently ignored.
