Stephan, I think the "spending certificates' are an excellent idea, particularly if these are backed by an intensive propaganda campaign explaining the importance of creating a "bolus" of final aggregate demand in the economy. I'll grant you that some people will find a way to save it, but even the older generation cannot resist a "call to the national" flag, if it is so painted by the leadership. The final result is that the total sum will be spent within a given time frame and will drag with it more than twice as much from under the mattresses.

I think that Obushi himself should publicly go into one of those nice department stores in Tokyo and with a lot of hoopla spend some $100,000 on the nicest kimono he can find. The press will promise not to ask if the kimono is going to be sent to Monica for future services, or the Japanese equivalent.
