This MINI-STAIRSTEP can still occur. It is just a RECTANGLE. If you recall the WEDGE in the DOW last week - just before it broke the WEDGE to the downside, the DOW formed a PENNANT within the WEDGE. So I do believe that we can have multiple patterns forming within each other.
