If I am translating the above correctly, I am reading that you say they can't ask for 900 million anti-trust restraint of trade damages because their revenue is too low.

You are, of course, wrong. It is a restraint of trade law suit. Because of Conrail their revenue is low. Their trade was illegally restrained. They have been damaged by Conrail which resulted in the low revenues. Conrail must pay them.

Conrail, of course, no longer exists. So what happens now?
