I did notice the Stamp was not signed-- unusual. And what is the word scratched OUT above the order?

There are two markings on the word in question. The first marking is a scratchout to eliminate the word: "proposed". And the second marking above that word is the judge's initials to authenticate that it was he who crossed it out, indicating, of course, that he intended this to be a final ORDER. As for the stamp not being signed by a deputy, perhaps at some point after this particular copy was sent out to various parties it was, but, then again, once the judge signs it it becomes official and that's all that matters here. You won't find another version because there is none. If you don't believe what people are saying, call the court yourself at 702-388-6351 and ask for the Docket Clerk.
