In the 1930's on the heartland of Canada this kind of desperation created the the birth of the Cooperative Credit Union movement which exists as an alternative to Banks to this day....the philosophy was to keep any capital close to the home region for adding value to that region and via a one vote per member control...food for thought as a way to use all the tied up "dead money" in savings....
