Frame is transport technology, just like ATM, however it runs at slower speeds than ATM and is not as well suited for carrying voice and video (has quality of service limitations). Still there is a ton of frame relay out there that will not be migrated to ATM overnight, so there is a demand for voice over frame apps.

What the carriers all want to get to is one infrastructure for all of their services. Most carriers currently have frame networks for data, private line networks for data, curcuit switched nets for voice and curcuit switched nets for video, plus their internet access pieces, and the future cable and Xdsl pieces. All of these nets run on separate equipment platforms,with separate operations centers, separate engineering departments etc. The carriers want to move to a universal backbone (carriers for the most part want ATM) that provides transport for all of these applications and a universal access device (COMS play) that provides access and egress to this backbone.
