No I'm not saying the SEC should protect any shorters. Are you saying a company should be allowed to say they have products that will cure all diseases known to man and get away with it?

Are you saying the SEC should protect the shorter's?

The SEC should: 1) require that companies not be excessively delinquent in their filings; and 2) take action when a CEO is acting as transfer agent without having filed to do so.

And yes: the SEC exists to protect shorts as well. Shorting is part of the market.
