I thought that Tom's review was as fair as his reviews normally are. He clearly stated what he did for each of the scores and he gave his reasons why he came to a conclusion where subjective opinion was a deciding factor.

Note that he did say that Voodoo2 is very good and he didn't say very much negative about Banshee. What he did say was that he thinks that TNT is the best solution for a one-card solution (better than Banshee) and that he would recommend a TNT instead of Voodoo2 because it is a one card solution offering better resolution.

In regards to "tweaking" the TNT, he did say up front that he had chosen the TNT as his main card and he was simply passing on tips to improve performance (which can easily be done for 3dfx cards as well).

Not the greatest news, but I think that there was nothing too new in the review (other than the testing software that tracks min/max framerate which I think shows why Tom has the best review site around - he's always ahead of the curve).
