Russ, Are you talking specialists or daq MMs? The MMs are allowed to sell stock, they do not have, to fill a buy order if they meet the rules of being a MM in order to facilitate a "smooth market". This is one of the rules they end up breaking for good clients to allow the clients to short stock when no shares are available, i.e. one reason for my travails on POS3.
