Truth is Airbus is not a business concern but a public works project. With unemployment rates > 10% the your-a-peon governments happily subsidize such operations. My guess is that the pitfalls of financing Airbus are so obvious the government doesn't believe private investors are stupid enough to take the risk off of their hands.

Could also be that the workers would revolt if private management came in and this is perceived as huge political risk. Therefore the government will continue pouring money down this rathole and depressing Boeing while doing so.
