I am not a networking engineer by any stretch; but, seems to me from research that the WDM opportunity is within the local area. Seems that the long highways are getting upgraded; however, this is only part of the BW dilemma.

It's kind of like coming off an eight lane highway onto a rural road. The rural road of course is the local area. Current WDM products cost to much for this part of the network today; however, they will come down in price to address BW issues.

From recent reading it seems that only a modest level of the BW capability is actually being used today in WDM. But, as the local area solutions move into the market then the long haul will begin to use that BW capacity.

I do not believe that CIEN has any relationship with Level3 or Qwest. And both of them already has a DWDM supplier. No doubt CIEN would love to have their business.
