Sorry, blame it on literary license. The facts, according to SEMI, are as follows:

Three-month average shipments in August 1998
were $1.06 billion. The figure is five percent below
the July 1998 level, and is 21 percent below the
August 1997 level. Three-month average bookings
decreased in August 1998 to $632 million. The
bookings figure is 14.7 percent below the July
1998 level, and 55.9 percent below the August
1997 level.

There's also a graph at
news.semiconductoronline.com
which shows that bookings and the Book to Bill were below their September 96 low.

Pick your own metaphor to describe this, but to me it doesn't translate into a noticeable advantage accruing to US companies because of the weak dollar.
