That is a very good question. I do not have a detailed answer except to say that the various governments of the world saw fit to do something to take care of the Long Term capital problem. There are all kinds of behind the scenes ways to have their own quid pro quo.
The bottom line for all appears to be: we have to do this or it will be a financial nightmare for all concerned. Therefore, you dump your gold here so Long Term Capital can cool it and we will do this for you. Common sense really. This sort of maneuver will never show up anywhere except in the books.
Yet, I will contradict myself. The gold sale itself should show up at some time in the future - so my thinking here on this one should be exposed.
