i bet without further research most people on this thread does not know who Mr. Jackson is?

wrong - i've corresponded with Mr. Jackson on a couple of occasions in the past. he's been quite helpful in the past but he'll also tell you that he is not directly involved in the permitting of the envirotec well so his information may not be completely current. regards.
