Tomas,

The Saudi's might be thinking about TSA's (Technical Service Agreements) after seeing what western oil majors have achieved in nearby Kuwait. The carrot dangled to the oil major is production sharing agreements PSA's, but in any case the costs of sending staff over there is repaid many times over.

Oilmen tend to take their experience and networks with the oilfield service companies with them with IMO. This is good new for the service sector.
