I think you severely underestimate the effect this is having and will have over the next 12 months. The OCC is putting the banks on notice even more than before, which is causing many to reallocate internal resources to Y2K projects.

I have too much carnal knowledge of the issues and it would be whistling past the graveyard to imagine the impact of Y2K is factored into the stock price.
