utilities?

With interest rates dropping, I would expect utilities to continue their climb. Please explain the logic of shorting utilities at this time?

FYI - Utilities can also be confusing these days with deregulation coming. I am not up on it, but the Journal had a feature on utilities and deregulation a couple of weeks ago. I think a serious student of utilities might be able to pick some winners and losers from the deregulation game. I have an engineer friend in a utility company and will ask him if he has any opinion of which companies will do poorly with the deregulation.
