Almost - I believe it would have limited the investigation to the Monica Mess, but not to the charges in the Starr referral.

It came as no surprise to me that no Republicans crossed over. After all, it would be political suicide, and they probably all really do feel that a hearing is justified. Would they feel the same way about a Republican President? No, I think you would then have seen crossovers. As far as voting for proposal 2 vs proposal 1, the really impeachable issues are in the "gates" that were not included in the current Starr report. It would definitely not be in their best interests to limit the investigation.

IMHO, the hearings will last 6 months or less. If nothing has been discovered by then about the other gates, Congress will close the matter one way or the other. Without constant additional juicy tidbits, the public won't stand for the ranting and screaming that both sides will continue to do.

One interesting point - only 31 Democrats voted for the winning proposal, but all except 5 (I think) voted for proposal 2. That means that every member of the House except 5 voted in favor of impeachment hearings. That's not the same as what is being reported, that only 31 Democrats favored hearings. The only real disagreement at this point, is the scope of the hearings.
