Dwight, perhaps I am dense, but I still don't get it!

Was there a question, in the Nixon case, of limiting the inquiry to the referral of the Special Prosecutor, or expanding it to matters not included in the referral? With the Republicans going for a limited inquiry, and Democrats going for an expanded inquiry? If so, I see the parallel. If not, I do not see it.
