Cisneros plight begs Clinton comparison

WASHINGTON - An independent counsel accused him of lying about
details of an extramarital affair, then conspiring to cover it up. But unlike
President Clinton, who faces possible impeachment, former Housing
and Urban Development secretary Henry Cisneros faces a possible 90
years in prison. Legal experts say the cases are similar in several
respects, but the key exception, says American Constitutional Law
author Richard Maiman, is that Cisneros doesn't enjoy Clinton's
protection against indictment. Georgetown University law school
professor Paul Rothstein says both cases ''are about lying about private
matters.''
