They've indicated that the investigations are still ongoing by Starr into these other areas. As in Watergate, Congress will likely look into these other scandals regardless of whether Starr delivers more reports. Starr isn't the only source for investigations.

Why is this so confusing to our conservative friends. The Democrats wanted to limit the scope to only those issues that would come from the Starr investigation. The fact that the House wants to extend it past the Starr investigation indicates clearly that they are conducting a witch hunt.
