The Clintons were also uncompromising. It was either their plan or no other. Cooper, a Democrat, had a very similar plan to theirs but the Clintons were against it because it promised only universal access not a universal mandate. The various unions contributed $ 8 million dollars to support Clintons' plan. In the end, the small business community was the one who fought the hardest and most successfully againt the plan. They stood to lose the most if the plan went into effect.
