Re -- did pay a guy off to preventhim from going public with the information, but he did not lie under oath about it. The Consititution says BRIBERY, TREASON and other high crimes and misdeameanors. Note: Alexander Hamilton comitted a DIRECT act of BRIBERY under the consititution. Clintons committing "perjury" is debatable. Many lawyers believe that he did not comitt a crime. Furthermore, every lawyer tells their clients NOT to volunteer information. Clinton did exactly that. Its the IDIOTS in the media, and the Hyprocite Republicans who have twisted it around and say he lied.
