When Bush presented his budgets to congress they tossed them unread into the trash. The Dems had enough votes to override Bush on the budget so in effect they also controlled the Executive Branch on spending issues.

Bush vetoed 33 spending bills, something Clinton has failed to do.

The discretionary budget and the budget caps enacted since the 1990 budget bill and the Republican Balanced Budget Bill have substantially decreased the discretionary spending. The additional discretionary spending that both sides have proposed have been under $ 15 billion (out of a $ 1.7 trillion dollar budget).

The Republicans just need to lay low and let the Democrats keep giving up seats. The demographics are getting older and more conservative and the representation is contuing to reflect that.
