The "dead" bill was to increase , not to eliminate the current quota.

The congress can change its mind next year.

Most y2k body shoppers may have "full" plate (% of y2k revenues vs. non-y2k), with contracts for delivery and testing due next year, while they are shifting to non-y2k jobs.

Canadian companies stand to gain market share and attract businesses.
