Remember that the SEC's main goal is to limit, regulate, and control internet communications regarding publicly traded securities. I have no doubt that short sellers frequently try to play up bad news. They've been doing it at least since the infamous silver squeeze of the 1870's led by Jay Gould. To suddenly become concerned about "cybersmear" suggests that the SEC somehow sees these attacks as something new, connected to an unregulated internet. Stark's comment likely has much more to do with the aims of the SEC control freaks than it does with the relationship of bad news and market prices.
