Clinton promised to veto bills in 1995 if his spending programs were not funded fully. He's doing the same now. What is now? 100,000 teachers instead of 100,000 cops and HeadStart and so on... Most of the other countries in the West and Japan have larger class sizes and teacher-to-pupil ratios.
