Fidelity gave you the correct answer but in reality they do not practice what they preach. It's a way of life for the MM's of bulletin board stocks. If they can make a profit they will short the stocks they make a market in. Even though it is illegal they will do it until someone files a complaint with the SEC and the NASD. Which is what Joe is doing next week. What will happen is the MM's will receive a stern warning and will be given 30-60 days to make a good delivery on the shares. The reason why a broker will lend the MM's the shares is that they receive anywhere from 1-5 cents per share per month. I guess every firm has their price.
