Dear Zeke; I assumed the restriction would be to CMND's disadvantage, because they could no longer bring in the programming people they needed. But on further thought I think you might be correct. It seems to me the work could be planned so development could be done by teams, some here and some overseas. Nevertheless, the loss of the option could hurt if the clients insist on personal contact with all of the consultants.

The systems analysis and design effort requires close and frequent contact with the client. I suppose the programming and much of the testing can be done overseas. That seems to be the current practice.
